Property taxes are owed to your county, not the Federal Government. My husband and I got behind on our property taxes back in 96, and we received letters from our county tax collector, mortgage company and a very nice (cough) lawyer for the mortgage company, but never heard from the IRS. We filed our Federal taxes like always and got our refund as usual. Your State refund, if you file state returns, may get offset, so you may want to check into that with them, but I wouldn't worry about your Federal refund. I would say no.
