Or they could have just gotten lost along the way somewhere. ID theft is possible but unlikely. The IRS won't and can't talk to you about your daughter's info, she'll have to contact them herself. She could just send in a form 8822, and if they have some other address for her, that will change it. The IRS has an 800 number if you are calling from the US, but from a foreign country that's not available.
